We experienced a partial outage between 12:15 PM UTC and 12:30 UTC. The issue is now resolved.
Our preliminary finding is that this was caused by a database performance bottleneck. We will be investigating this fully, writing a postmortem, and implementing follow up items to ensure this does not happen again.
